How to resolve a relative path inside a bundle

Relative paths are resolved relative to the path of the entity that describes them. That is, relative to the overlay bundle file itself.

Change in behaviour: Before Juju 2.7, relative paths within overlay bundles were resolved relative to the base bundle.
